[rpc] fundrawtransaction feeRate: Use BTC/kB

Also introduce UniValueType

UniValueType is a wrapper for UniValue::VType which allows setting
a typeAny flag. This flag indicates the type does not matter.

(Used by RPCTypeCheckObj)
